Prior to the adoption of 2001 (15-57) on 05/28/2001, Section 15-57 read as follows.
Every residence shall have containers provided by the owner or occupant which are routinely manufactured and sold for the storage of garbage and refuse. Such containers shall be of either galvanized metal, aluminum or a plastic compound and be provided with a tight-fitting lid or cover to keep out rain, pets and to control flies. The resident shall be responsible to maintain such container in a sanitary condition. No container shall be greater than thirty-two (32) gallons capacity nor shall it be loaded with a total weight exceeding seventy (70) pounds. At the discretion of the city manager or his designee, containers having a capacity greater than thirty-two (32) gallons and less than forty-six (46) gallons shall be collected, but with an increased fee as provided in Section 15-59 of this Code. The fee for the collection of residential garbage and refuse shall be based on the number of containers the resident chooses to utilize. Residents are encouraged to separate recyclable materials from garbage and refuse to reduce the quantity of material being disposed of. Each residential unit shall have adequate containers to store not less than a seven (7) day accumulation of garbage and refuse. Such containers shall not be serviced until clear access is provided. Residents shall place all garbage and refuse in their above specified containers for collection. No residential garbage and refuse shall be placed in containers provided for commercial refuse. Contents of the above specified containers shall be collected by the city one (1) time per normal week.
