Chapter 11 OFFENSES*
Section 11-1 Consent required for utility to cross street.
It shall be unlawful for any person, for public or private use, to lay, stretch or in any manner place any wire, pipe or other conductor of power, light or water in, on, across, over, above, or beneath any street or sidewalk of the city without first obtaining upon written petition the consent of the city council, and notice of intention to apply for such consent shall be published in the newspaper used as the official organ of the city for fifteen (15) days prior to the time the application is presented to the city council.
